Pradedant dešimtuoju dešimtmečiu, paklausa atsirado dėl Vakarų šalių nepasitenkinimo taikos palaikymo operacijomis. Šiandien didžioji dauguma taikos palaikymo operacijose dalyvaujančių karių yra iš Indijos ir Bangladešo. Ši logika taip pat grindžiama sąnaudų logika, nes šie kariai taip pat kainuoja mažiau.

	~~What could explain why governments will increasingly resort to private companies~~? ~~In the operation of many states~~, ~~this began in Britain and the United States in the 1970s~~, ~~and a new way of managing the state was developed~~, ~~which found that bureaucracies were too slow~~, ~~cumbersome~~, ~~and not effective enough to have a dynamic society~~. ~~This is called~~[~~New Public Management~~]]. ~~There was a widespread idea that tasks would be outsourced or assigned to private actors that would allow for more efficient bureaucracy~~. ~~The U~~.S. military will make use of many subcontractors especially for logistics. Another factor is that the professionalization of armies has taken people away from them to perform subordinate tasks. This is a neoliberal turn of events that aims to reduce the size of the state and even the armies have been affected by this phenomenon. ~~It is important to put that in perspective~~.		Kuo būtų galima paaiškinti, kodėl vyriausybės vis dažniau kreipiasi į privačias bendroves? Daugelio valstybių veikloje tai prasidėjo Didžiojoje Britanijoje ir Jungtinėse Amerikos Valstijose XX a. septintajame dešimtmetyje, ir buvo sukurtas naujas valstybės valdymo būdas, nustačius, kad biurokratija yra per lėta, gremėzdiška ir nepakankamai veiksminga, kad visuomenė būtų dinamiška. Tai vadinama [Naujoji viešoji vadyba]]. Buvo plačiai paplitusi idėja, kad užduotys bus perduotos arba pavestos privatiems subjektams, o tai leistų užtikrinti efektyvesnę biurokratiją. JAV kariuomenė naudosis daugybe subrangovų, ypač logistikos srityje. Dar vienas veiksnys yra tai, kad profesionalizuojant kariuomenes iš jų buvo paimti žmonės, kurie atliko pavaldžias užduotis. Tai neoliberalus posūkis, kuriuo siekiama sumažinti valstybės dydį, ir šis reiškinys paveikė net kariuomenes. Svarbu tai vertinti iš perspektyvos.

	~~Behind this discourse is the image of the erosion of the state and the end of the state monopoly on legitimate violence~~. ~~The importance of this issue is reflected in the role that the state is supposed to play~~. ~~Does the advent~~, ~~multiplication and success of these private companies put an end to the state monopoly on legitimate violence~~? In'' The Rise and Decline of the State'' ~~published in 1999,~~ Martin van Creveld ~~estimates that until the 1970s~~, ~~the idea of~~ a ~~legitimate monopoly was more or less functional and that this monopoly is now disappearing in favour of market logic~~. ~~Already~~, ~~in light of what we have seen from a historical point of view~~, ~~Weber's monopoly is not a total truth formula either~~, ~~being a fiction and even a recent phenomenon~~. Tačiau kariuomenė kartais praranda tam tikras prerogatyvas, nes daugelis dalykų perduodami išorės įmonėms. Tarp valstybės ir karo verslininkų egzistuoja simbiozės logika. Vietoj to vyksta transformacija valstybės viduje, nebūtinai kvestionuojant pačią valstybę, nes jokia logika neišvengia valstybės. Socialinė istorinė perspektyva leidžia pamatyti, kad privatizacija nėra kažkas naujo, kad XIX a. egzistavo tam tikra skliausteliuose esanti valstybė, daranti įtaką smurto monopolio įgyvendinimui, nors galima sakyti, kad šis monopolis niekada nebuvo visiškas. Dabar galbūt stebime šios skliausteliu pabaigos pabaigą, matytume sugrįžimą. Kodėl šis reiškinys grįžta? Reikėtų skirti stipresnes ir silpnesnes valstybes, t. y. ne visos valstybės yra vienodos privatizuojant smurto monopolį. Privatizavimas, jei jis tampa įmanomas ir daugiausia ateina iš šiaurinės valstybės, turėtų imperinę priežastį, šiaurinei valstybei būtų mažiau rimta privatizuoti dalį savo saugumo aparato, nes ji gali sau tai leisti. Tai įmanoma kai kuriose valstybėse, o privatizacija turi pasekmių kitose valstybėse.

	~~Generally speaking~~, ~~the question of privatization is something that systematically revolves around the notion of the State~~. ~~Privatisation is a central issue in our contemporary societies and is part of our daily lives~~. ~~For a long time~~, ~~when we talked about security~~, ~~we had the impression that this was the last bastion of the exclusive monopoly of the State~~, ~~it was easier to liberalize the telecommunications sector than the field of violence. For a long time~~, ~~the monopoly on violence has been fundamental to the structuring of Western states. One of the fundamental reasons why we have functional states in the West is because we have had the mechanism that~~ Tilly ~~calls~~ "~~war making~~ - ~~state making~~" ~~where the monopoly of violence has allowed state building~~. ~~Erosion of the monopoly through privatisation is central~~. ~~Talking about the privatization of violence~~, ~~the erosion of the state monopoly on the management of violence is something that was not given until recently~~. ~~Today~~, ~~this question must be approached through the prism of questioning this monopoly with a view to practices and private companies~~.		Apskritai privatizavimo klausimas nuolat sukasi apie valstybės sąvoką. Privatizavimas yra pagrindinis šiuolaikinės visuomenės klausimas ir mūsų kasdienio gyvenimo dalis. Ilgą laiką, kai kalbėjome apie saugumą, susidarė įspūdis, kad tai paskutinis išskirtinės valstybės monopolijos bastionas, buvo lengviau liberalizuoti telekomunikacijų sektorių nei smurto sritį. Ilgą laiką smurto monopolis buvo esminė Vakarų valstybių struktūros dalis. Viena iš esminių priežasčių, kodėl Vakaruose turime funkcionuojančias valstybes, yra ta, kad veikė mechanizmas, kurį Tilly vadina "karo kūrimas - valstybės kūrimas", kai smurto monopolis leido kurti valstybes. 	~~When we talk about security professionals~~, ~~we intuitively have people who work for public sectors in mind~~. ~~We have the impression that we are talking about public actors~~, ~~but before putting security operators and actors in perspective~~, ~~security has always been not necessarily only public~~, ~~where the actors have not been directly representative of a public service as is the case~~, ~~for example~~, ~~of private detectives. Since the 1970s~~, ~~the presence of these actors in our societies has accelerated~~. ~~There is~~ a ~~wide variety of tasks that are not necessarily interrelated~~.		Kai kalbame apie saugumo specialistus, intuityviai turime omenyje žmones, dirbančius viešajame sektoriuje. Susidaro įspūdis, kad kalbame apie viešuosius subjektus, tačiau prieš pradedant vertinti saugumo operatorius ir subjektus iš perspektyvos, saugumas visada buvo nebūtinai tik viešasis, kai subjektai tiesiogiai neatstovavo viešajai tarnybai, kaip, pavyzdžiui, privačių detektyvų atveju. Nuo XX a. septintojo dešimtmečio šių veikėjų buvimas mūsų visuomenėje paspartėjo. Vykdomos labai įvairios užduotys, kurios nebūtinai yra tarpusavyje susijusios.

	~~The term private military and security companies~~ (~~PSME~~) ~~is the term most affected by the regulatory issues of private security companies~~. ~~There is a wide variety of~~ private military companies (PMCs). David Shearer ~~suggests a way to classify them by distinguishing practices~~:		Terminas privačios karinės ir saugos bendrovės (PSŠS) yra labiausiai susijęs su privačių saugos bendrovių reguliavimo klausimais. Privačių karinių bendrovių (angl. private military companies, PMCs) yra labai įvairių. Deividas Šileris (David Shearer) siūlo jas klasifikuoti pagal atskiras praktikas:

	~~One of the first modern operational PMCs is the~~ Executive Outcomes~~, which was a South African company~~. Viena iš pirmųjų modernių veikiančių PMC yra Pietų Afrikos bendrovė "Executive Outcomes". Įmonę "Executive Outcomes" XX a. dešimtojo dešimtmečio pradžioje sukūrė buvę Pietų Afrikos Respublikos specialiųjų pajėgų kariai, dalyvavę pasienio konflikte su Namibija ir susiję su apartheido režimo išlikimu, kurie, pasitelkę savo patirtį, sukūrė įmonę. Jų veiklos sritis daugiausia buvo Angoloje, užtikrinant platformas ir tiesiogiai dalyvaujant kovose.
